iGaming is the vertical where platform policy decides the account architecture rather than performance does. Google requires a separate certification application for every country you target, and an account can be certified for online gambling or social casino games but not both, so the structure is set before any strategy is.
What differs
What makes iGaming advertising different?
Policy comes first. Certification, per-country applications and account separation are all decided before strategy is, and getting any of them wrong stops everything.
In most verticals you design the account around performance and adjust for policy at the edges. In iGaming that order reverses. Google's certification requirements determine how many accounts you need, which countries each can serve, and what categories can sit together, and none of that is negotiable through better performance.
The requirement that shapes everything is per-country certification. Google's policy states that if you want to target more than one country you submit a separate application form for each. A multi-market operator is therefore running a certification programme, not a campaign, and the operational overhead of that is a real cost that belongs in the plan from the start.
The second structural rule is category separation. An account can be certified for online gambling or for social casino games, and advertising both requires separate accounts. Operators who run both, which is common, discover this at the point where consolidating for efficiency would otherwise be the obvious move.
Underneath the platform layer sits regulation that varies by jurisdiction and changes without reference to your media plan. Licence conditions, advertising restrictions, bonus messaging rules and affordability requirements differ by market, and the marketing team is rarely the first to hear when they move. That makes the relationship with compliance more important than the relationship with the platform rep.
Intent
What are the intent patterns in iGaming search?
Heavily branded and bonus-driven, with a large affiliate-comparison layer sitting between the searcher and the operator on almost every query.
Brand and brand-adjacent
The highest-converting traffic by a wide margin, and heavily contested by affiliates bidding on operator names. Defending brand is not optional here; conceding it means paying an affiliate commission on traffic that was already yours.
Bonus and offer queries
A large share of search intent is offer-led rather than product-led. That traffic converts to registration well and to sustained play poorly, which is exactly the gap that makes registration a misleading conversion target.
Comparison and review
Dominated by affiliates, who sit between almost every generic query and the operator. Understanding that layer matters more than outbidding it, because you are frequently paying for the same user twice.
Game and provider specific
Searches for a specific title or studio. Lower volume, better margin, and much less contested than generic category terms.
Payment and withdrawal queries
Often overlooked and genuinely high intent. Someone searching how fast withdrawals clear is evaluating seriously, and the answer is a conversion factor rather than a support article.
Negative keyword themes this vertical needs
Themes that matter here specifically. A generic negative list will not contain them, and each one is a recurring source of spend that looks like relevant traffic.
- Free, demo and no-deposit play
- Enormous volume with negligible deposit intent. Some of it is worth buying deliberately as a funnel entry, but it should be a decision rather than something that leaks in through broad match.
- Problem gambling and self-exclusion
- Searches for help, addiction support and self-exclusion schemes must never be served ads. This is an ethical requirement first and a compliance exposure second, and it needs an explicit maintained list.
- Affiliate and partner programme queries
- People looking to become affiliates are not players. The vocabulary overlaps heavily with player-facing terms and the traffic is worthless to an acquisition campaign.
- Careers and industry
- Job searches, supplier queries and trade press terms sit inside the same keyword space and convert to nothing.
- Out-of-market jurisdictions
- Because certification is per country, traffic from a country you are not certified for is not merely wasted, it is a policy exposure. Geographic and language negatives matter more here than almost anywhere.
Measurement
What counts as a conversion in iGaming?
First deposit, not registration. Registrations are trivially cheap to buy and a large share of them never fund an account at all.
Registration is not the conversion
Signups are cheap and abundant, and a substantial share never deposit. Optimising toward registration reliably produces more registrations and no more revenue, because the algorithm finds people who complete forms rather than people who fund accounts.
First deposit is the minimum honest target
It is the first action that indicates real value, and it needs to be tracked as a distinct event and imported back to the platform. Everything upstream of it is a proxy.
Player value is wildly skewed
The distribution of player value is not normal; a small minority accounts for most revenue. Optimising toward an average value target therefore misprices almost every acquisition, and value-based bidding without segmentation is close to meaningless.
The affiliate layer double-counts
If a user finds you through paid search, then arrives via an affiliate link before depositing, both channels claim the deposit and you pay twice. Reconciling paid and affiliate attribution is a specific and unavoidable piece of work in this vertical.
Value arrives long after the click
Lifetime value accrues over months. Any conversion window will close before the number is known, so offline import and cohort analysis are not refinements here, they are the only way to see whether acquisition was profitable.

What does Google's gambling policy actually require?

The policy is explicit: "An account may be certified for either online gambling or social casino games content. In order to advertise both, you will need separate accounts." This dictates the account architecture before any performance consideration does.
Approved countries and landing page obligations
Ads and destinations must "only target approved countries, have a landing page that displays information about responsible gambling and never target minors." Some markets go further: in Mexico, advertisers "must publish a warning on their landing page and also in their ads indicating that gambling isn't for minors."
Certification eligibility now depends on policy health
Google updated the certification requirements so accounts must demonstrate good policy health, and manager accounts carrying significant revoked certificates or violations lose the ability to apply for new gambling certificates. Certification is therefore a standing obligation rather than a one-off gate, and a poorly run account can disqualify its siblings.

Licence conditions, permitted bonus messaging, affordability requirements and advertising restrictions vary by market and change independently of platform policy. Marketing is rarely the first team to hear about a change, so the compliance relationship matters more than the platform relationship.

When this vertical does not need us
If you have no licence in the market you want to advertise in, no media agency can help and the work is legal and regulatory rather than marketing. If you need someone who knows a specific regulator's advertising code in detail, hire a compliance specialist in that jurisdiction; we would be learning it on your time and the downside of getting it wrong is your licence rather than a bad month. And if your growth is genuinely affiliate-driven, the higher-leverage work is affiliate programme economics, which is a different specialism from paid media.

Does certification transfer between accounts?
Treat it as account-specific and country-specific. Google's policy requires a separate application per country, and the certification eligibility update ties approval to the policy health of the account and its manager. Plan on applying rather than inheriting, and plan the account structure around that before building campaigns.
Why can we not run casino and social casino in one account?

Should we bid on our own brand when affiliates already rank for it?

What happens if a certificate is revoked?
You lose the ability to advertise in that market, and under the current eligibility rules a manager account with significant revoked certificates can lose the ability to apply for new ones. That makes policy hygiene across a group of accounts a shared risk rather than an individual one.
